The Waffen SS were the combat troops however, the SS was actually supposed to be body guard units. Each member had to be a Nazi and to meet Hitlers purity laws.  These laws defined people as Arian or not but as the Jewish ancestry of certain people came to light, the laws were adjusted to the extent that Hitler could declare someone as Arian.
